Mr. Chairman, pest control is the Council's duty. It is executed by the Urban Services Department while the Pest Control Advisory Section of the Department of Health is responsible for providing consultation and advisory services. However, I discovered quite some time ago that the consultation and advisory services provided by the Section were not adequate, with the bulk of the work shifted onto the Council.

The Council has therefore spared no efforts in pest control, particularly in alleviating the disturbance and harms that rats do to the environment and the people.

We focus on reducing the rat population through environmental improvement. Mr. Chairman, I consider that what we should do is not to rely on the assistance of the Pest Control Advisory Section of the Department of Health anymore. Since the Council is responsible for pest control, it should step up its efforts in this area. As for the consultation and advisory services, we could turn to external or foreign channels for assistance to absorb their experience and techniques for pest control. I consider that the following three areas of work could be strengthened:

(1) Promotion of publicity and education

As far as promotion of publicity and education is concerned, some APIs could be produced for television and the media for extensive publicity to educate the public about the consequence of rat infestation, pest control and maintenance of environmental hygiene.
