I wish to add that for the Government to employ more staff, either contract or permanent staff, is basically not a solution for the problem of unemployment. Posts should be created to cater for service needs and not to provide jobs for the many people who are out of employment. This is the major principle.

Secondly, about the advancement of projects, I believe that the priority for the projects under the five-year plans is laid down after careful consideration and study. If the projects were advanced randomly without good reasons, the question of logic discussed just now would arise here. It would not bring about the greatest benefit to the Council or the services for the community, or even represent the best use of our financial resources.
