PROVISIONAL URBAN COUNCIL

As for information, it is definitely available. We have been keeping records. The proceedings of our monthly meetings can be obtained from Hansard records or official records. We also produce Annual Reports with copies kept by libraries. One can interview people who in the past served on the Council. I think there will be a lot of information available for us to compile a book of history. I strongly support the motion.

Now the motion has been moved and a Member has seconded it. Members have spoken on it too. Mr. Lai, would you, as mover of the motion, like to exercise your right of reply?

Mr. Lai Hok-Lim (in Cantonese):—I thank Members for their support. I hope we can carry out this meaningful task as soon as possible since it will not involve a large sum of money. In the past, we spent easily a million dollars on one opening ceremony. I think it is worthwhile for us to spend another million on compiling the Council's history. I hope we can arrange to discuss this at the next meeting of the SCWC and then set up a working group to arrange matters such as how to commission experts or academic institutions on the job. Thank you, Mr. Chairman.

Chairman (in Cantonese):—The procedures are now complete. We now put the question to the vote. Although I know that no one among us intends to vote against the motion, I still think your votes should be recorded. Will those in favour and against the motion as well as those wishing to abstain from voting indicate their votes, please?

The question was put.

The motion was carried with 22 votes in favour and 1 against, (See record of voting on Mr. Lai Hok-lim's motion at Annex 1.)

Chairman (in Cantonese):—The motion was carried with 22 votes in favour and 1 against. The next motion before us will be moved by Mr. Stanley Ng Wing-fai. Mr. Ng, please.

(2) MR. STANLEY NG WING-FAI moved as follows:—'Recently, some telecommunication and internet companies always set up mobile stalls and display their products at various MTR station exits and in main thoroughfares to attract customers and promote their business. These promotional activities have created a great nuisance to the passers-by. In view of this, Resolved that the Council request the Department's Hawker Control Teams to invoke relevant legislation to prosecute persons thus aiming to promote their commercial activities and setting up mobile stalls for causing obstruction.'

He said (in Cantonese):—Members of the Council, my motion concerns the setting up of mobile stalls to display products at MTR station exits
