would like to see the Department or the Council having some methods to tackle unlawful operations under complaint so as to root them out and prevent our citizens being cheated. This is the focal point to tackle and I hope the authorities concerned will follow up.
MR. IP KWOK-CHUNG (in Cantonese):—Mr. To mentioned about the time just now. We can all see that it took 10.5 hours this year being the longest time to clean up Victoria Park whereas it took 9.7 hours last year. The difference was less than an hour, but let us not forget that the increase of amount of garbage was 32%. So if we speak of actual efficiency, there was an improvement. Of course, the question by Mr. To on whether we can reduce the amount of garbage and refuse is another thing given the increase of fair goers and number of stalls. Maybe Mr. To can give better suggestions to reduce garbage and refuse under the circumstances. On the surface, increase of amount of garbage is a reasonable phenomenon.
As to the last point raised by Mr. To, can we study into it in a bid to do our duty? If Mr. To thinks there is need to do so, I don't mind taking it back to the Select Committee for studying into the feasibility.
MS. JENNIFER CHOW KIT-BING (in Cantonese):—On the LNY Fairs. I have also received some complaints from wet goods stall operators. There are two points. First, has the Department or Council received complaints about illegal hawking at the venues on New Year's Eve and has there been reports on the chaotic control of people flow and law and order by the Police?
Point number two. Will the Council focus on discussing or reviewing problems of the LNY Fairs? Will there be a review on cooperation with the Police, management, cleaning up and complaints?
MR. IP KWOK-CHUNG (in Cantonese): The points raised by Ms. Chow have nothing to do with today's question, so I cannot supply concrete information today on the points.
As for the last point on whether there will be a review, my answer is in the positive. The Council should review on how to improve the operation of LNY Fairs. I shall include this in the agenda of the Markets and Street Traders Select Committee for discussion.
MR. CHAN CHOI-HI (in Cantonese):—My question is very simple. I wonder if the Select Committee will consider making the Internet a tool for bidding. In fact, many bidding cases are now handled on the Internet with the net as a supplementary tool. Maybe we can consider on-site bidding and bidding on the Internet concurrently. I wonder if the Chairman of the Select Committee will consider it?
