MR. IP Kwok-chung, Chairman of the Markets and Street Traders SELECT COMMITTEE, replied as follows (in Cantonese): This four-part question concerns the Lunar New Year (LNY) Fairs this year. The first part asks how effective was the Council's promotion of environmental protection in LNY Fairs this year.

With a view to promoting and arousing the public's awareness of environmental protection in this year's LNY Fairs, the Department during the fair period regularly disseminated environmental protection messages to the stall operators and fair-goers through the public address systems at the fair venues, reminding them to refrain from littering and to put refuse into the litter containers; and also requesting their co-operation to use fewer plastic bags. According to observations made by the Department, the stall operators and fair-goers were generally co-operative and there was no indiscriminate littering or dumping of refuse. The Department also set up a Healthy Living into the 21st Century exhibition counter at the Victoria Park Fair venue to disseminate environmental protection, hygiene and health related messages with a heavy focus on the activities of the Council in these matters. The exhibition materials included photographs, videotapes, and model display on environmental protection activities such as waste reduction, environmental hygiene, healthy living style among students, etc. The exhibition was well received by the public.

The second part of the question concerns the statistics on the clean-up after the Council's LNY Fairs in 1999 in comparison to those of last year. As regards the total weight of garbage collected from all LNY Fair venues, the Department cleared and collected a total of 272 tonnes of refuse and junk from the five Fair venues this year as compared with 206 tonnes last year. The increase of 66 tonnes (32%) of refuse and junk collected was mainly attributable to the increases in the number of let-out stalls from 1,068 last year to 1,196 this year and the number of fair-goers from 866,000 last year to 1,224,000 this year. The total number of staff involved in the five LNY Fair venues at various ranks including health inspectorate officers, supervisory grades staff, drivers and workman, etc. was 486 this year as compared with 483 last year. The clean-up time this year ranged from the longest of 10.5 hours in the Victoria Park Fair to the shortest of 6.5 hours in the Fair at Cheung Sha Wan Playground as compared with the longest of 9.7 hours in the Victoria Park Fair to the shortest of 6.5 hours in the Fair at Cheung Sha Wan Playground last year.

The third part of the question concerns possible sub-letting of stalls. According to the Department, this year they did not discover any such malpractice at the LNY Fairs. In order to prevent this kind of activities, the Department issues a temporary hawker licence to each successful bidder for the sale of wet goods or dry goods in respect of his/her stall in the fair venue.
