PROVISIONAL URBAN COUNCIL

The motion was carried with 28 votes in favour, no objection and no abstention.

MR. DANIEL TO BOON-MAN (in Cantonese):—Mr. Chairman, my access to the computer system is not responding.

CHAIRMAN (in Cantonese);—Is there any problem anywhere else? Mr. WEN Choy-bon and Mr. Daniel To Boon-man. Will the secretary add in their votes in favour? This makes 30 votes in favour, no objection and no abstention. The motion is carried.

(Record of votes on Mr. Daniel To Boon-man's motion is at Annex II.)

The next motion will be moved by Mr. IP Kwok-chung.

(4) (a) Mr. IP Kwok-chung moved the following motion:

"Bruce LEE was a world-famous master of martial arts and movie star of Hong Kong Chinese origin. A symbol of fitness and bravery, he had a far-reaching influence on martial arts and motion pictures industry in Hong Kong and all over the world. Although 26 years have passed since his death, there are still many people who respect and cherish the memory of him today in every corner of the world, especially in the Chinese communities.

As the Council's Hong Kong Film Archive, which is under construction, will be completed by the middle of next year, RESOLVED that the Council set up a Bruce Lee memorial gallery in Hong Kong Film Archive to commemorate this superstar of Hong Kong."

He said (in Cantonese):—Mr. Chairman, we are now building the Hong Kong Film Archive and we look forward to meeting the public with our rich collection and the staging of artistic and other interesting events. I am of the view that at the present stage, this Council should consider introducing unique and attractive elements in order to add colour to the Film Archive and strengthen the functions of the Council. After much deep thought, I move the motion before you today.

Bruce LEE's films created a fervour for martial art films when they were first released. His image of bravery, gallantry and forcefulness boosted the power of martial art. The fitness building and self-defence elements of martial art not only brought to the people of Hong Kong, especially the younger generation, a healthy image, but also changed the degrading image of weakness associated with Eastern Asia and brought Chinese martial art to the international scene.

Bruce LEE's kungfu combines philosophy with science theories. He explained the essence of martial art in terms of logic and reasoning. He was a master founder of his own school of martial art and at the same time, he was the predecessor of kungfu films. His films lauded fairness and righteousness. Through his behaviour in films, he acted the part of a man who helped the
