The Department should seek innovative environmental protection measures. By innovative, I mean measures encompassed with the economic factor that traders are happy to adhere to. Space at venues of Lunar New Year fairs can be allocated for flower farmers and traders to place refuse or recyclable material of economic value centrally for handling. The most important point is that if they do not remove their refuse, they should at least refrain from causing destruction. Such material can be donated to charity organizations, old people's homes. Items such as flower pots and large pots for preserved eggs can be re-used by the nurseries or we can let the public take them for their use. In short, what can be re-used should not be damaged and wasted.

We can implement environmental education at Lunar New Year fair sites by encouraging the recycling of useful items. In fact, the Council did move motions before on separating containers for plastic bottles, metal cans, waste paper etc. from those for other refuse so that the public could make use of them. (6) Invite green groups to assist

We hope to call for the assistance of Non Government Organizations in implementing environmental education. It helps in the publicity effect and reduces hindrance too. Local environmental groups have a sense of mission and they have the manpower, volunteers and experience. Their participation will bring greater effects. Our Greening Campaign participated by almost all green groups is a very good example. In the long term, we feel the power of green groups can help us implement this new concept. Our ultimate target is to join hands in implementing meaningful work with innovation and commitment.
