PROVISIONAL URBAN COUNCIL

Mr. Tong Tik-shen who had great influence in the Cantonese opera circles. It is irrefutable that his scripts have a far-reaching impact on the development of Chinese opera in Hong Kong and even on the mainland, so he should not be denied inclusion in the Hall of Fame. As regards the performing arts industry, it has vitality and is under continuous development. So we should adopt an accommodating approach and admit people from various sectors to the selection panel, just as we have in our Council a lot of advisors who have been selected from different professional constituencies. Therefore, I propose an amended motion which is more accommodating than the original one and hope to have the support of the Members. Thank you, Mr. Chairman.

Mr. Joseph Chan Yuek-sut (in Cantonese):—Mr. Chairman, I second the amendment.

MR. LAI HOK-LIM (in Cantonese):—Mr. Chairman, in accordance with Standing Order 18, I suggest that the subject of debate be referred to the CUL S/C for discussion. It is because Mr. Pao Ping-wing has told us that the Department had prepared a paper on the 'Setting up of the Walk of Stars' which would be discussed at the next meeting of the CUL S/C. The meeting would also be attended by representatives from the HKTA. Under such circumstances, we should refer this motion to the CUL S/C by means of a procedural motion. At the same time, we have to take the views of the public into full account. Today we have an original motion and an amended one. One of them is about the film industry while the other proposes to widen the coverage to incorporate the whole performing arts sector. I think it is proper to listen to what the public say before we start discussion. Mr. Chairman, I suggest that we defer the discussion of the original and the amended motions, and refer the subject of debate to the CUL S/C.

CHAIRMAN (in Cantonese):—This procedural motion requires majority approval before it can be accepted. I would not take the information provided by Mr. PAO Ping-wing into consideration because it is not directly relevant to the original motion.

MR. LAI HOK-LIM (in Cantonese):—I now formally move the procedural motion.

CHAIRMAN (in Cantonese):—Will anyone second?

MR. STANLEY NG WING-FAI (in Cantonese):—Mr. Chairman. I second the motion.

CHAIRMAN (in Cantonese):—The procedural motion, that the original motion and the amended motion be referred to the CUL S/C for discussion, is now put to the vote. Ask them (those Members who have walked out) whether they
