The Hall of Fame is basically an indoor display venue where we can pay tribute to people in various posts, including actors, directors, screenwriters, etc. People who have their contributions recognized by their colleagues can be given a place in the Hall of Fame. A detailed description of their previous achievements will also be kept in the Hall. This will enhance the public's understanding of their contributions and will also serve as a footnote to the historical development of the film industry in Hong Kong.

Fellow Members, if you have taken note of the wordings of my motion, you will find that it is divided into two parts. The first part deals with the identification of suitable sites for constructing the Walk of Stars and the Hall of Fame. I think this should be carried out by the Council directly. I have not specifically indicated where the Walk of Stars or the Hall of Fame should be located because I believe that our Councillors may have different views on this point. Personally, I think the Council can consider constructing the Walk of Stars either near the Hong Kong Cultural Centre or at the park outside the Film Archive. As for the Hall of Fame, it can be constructed within the Film Archive. In fact, I have obtained a layout plan and other relevant information from the staff in charge of the Film Archive and have found that constructing a Hall of Fame within the Film Archive is completely feasible. Of course, if Members have better proposals, we can continue to discuss them.

The second part of my motion has to do with the selection of personalities for inclusion in the Walk of Stars and the Hall of Fame. As the credibility and public acceptance of the selection mechanism have a direct bearing on the honour and value of those selected, we must be very cautious with the arrangements.

In my motion, I suggest that recommendations should be made by organizations in the trade with credibility and wide representation. There are several representative organizations in the film industry, namely the HKFDG, the Hong Kong Film Awards Association (HKFAA) and the Hong Kong Performing Artists Guild. In particular, the HKFAA has established a mechanism for selecting winners of the awards, with participation of experts in the trade and the public. Therefore, the above organizations have experience in making selections. I think it is more appropriate to delegate the relevant organizations with the power to make the decision on the selection of the personalities to be honoured.
