the public from watching the museums on TV, especially the newly completed museums. There are a lot of issues that need to be followed up in this area. I hope that the ADM S/C and even the MUS S/C will follow up this matter.

MR. SUEN KAI-CHEONG (in Cantonese):-Perhaps Mr. LAI has got mixed up in this issue. The Council spares no effort in promoting relics to the public. We give full support to the promotion of relics for academic or various purposes. But what we have been talking about is commercial filming. If the shooting of a film requires us to take a very important relic out from a PUC museum and expose it to the risk of being thrown around and damaged, we will not accept that even though an insurance policy has been taken out. However, if it is for educational promotion, I believe that the Council is willing to lend out the relics. In fact, many items of collection in the museums have been used for promotional purposes, including the production of a film. So the crux of this issue is not the shooting of a film but the nature of the film.

Ms. Ada Wong Ying-kay (in Cantonese):~I would like to follow up a few points. Firstly, I would like to ask the Chairman of the Select Committee: as 5% of the applications have been rejected and this is not a small percentage, Mr. SUEN, would you consider bringing these rejected cases to the meetings of the ADM S/C for analysis and discussion? This is the first point.

Secondly, referring to the filming guidelines, I think that in ideological terms, we are lagging a little bit behind as compared with what have been accomplished by the SAR Government in these two years. That means we actually are not wholeheartedly helping and supporting the film industry. Let's take for example a car chase scene shot at our venues. If there is full insurance coverage to ensure safety in all respects, why don't we allow commercial filming, such as allowing Jackie CHAN to have a car chase scene shot at our venues? In fact, the guidelines are quite ossified. I think they should be reviewed. Mr. SUEN, will you refer these guidelines to the relevant select committees for a comprehensive review?

MR. SUEN KAI-CHEONG (in Cantonese):-I have mentioned that I am willing to follow up the matter by analyzing and summing up the 5% rejected cases. I shall also provide this information for Members' reference. Upon receiving the information, if Members think that it is worthwhile to review this matter at the meeting of the ADM S/C, I would include it as an item on the agenda for discussion.

At present, Branches have guidelines on filming at their venues. As to whether all the guidelines will be referred to the relevant select committees for a review, according to the procedure and the order of events, I think I should first provide the relevant information for all of you. If during our discussion we find that the guidelines fail to keep pace with the circumstances as suggested by Ms. WONG, I would request all the relevant select committees to conduct a review.
