(5) MR. JOSEPH LAI CHI-KEONG asked (in Cantonese):—'As regards the lending of the Council's venues to individuals/organizations for filming purposes, I have the following questions:

(i) During the past three years, how many applications has the Council received in total each year on borrowing the Council's venues for filming purposes? Among these applications, how many are approved and refused respectively? What are the reasons for the refusals?

(ii) What are the application procedures? How much time is needed for approving an application on average?

(iii) At present, does the Council have any guidelines issued to the public and the trade to explain the application procedures on borrowing venues for filming purposes? If so, has the Council disseminated the guidelines to the public and the organizations concerned (e.g. television companies, Hong Kong Film Directors' Guild Ltd., etc.)? If not, what are the reasons?'

MR. SUEN KAI-CHEONG, CHAIRMAN OF THE ADMINISTRATION SELECT COMMITTEE (ADM_S/C), replied (in Cantonese):—Mr. Lai's question is divided into 3 parts. The first part of the question concerns the number of applications for location filming in PUC venues received during the past three years. In the past three years, the number of applications for location filming received by the Leisure Services Branch (LS Branch), the Culture and Entertainment Branch (CE Branch) and the EH Branch of the Department are as follows: 746 (for the period from May 1996 to April 1997); 685 (for the period from May 1997 to April 1998); and 734 (for the period from May 1998 to April 1999). Among the 3 Branches, venues under the LS Branch were the most popular. They accounted for more than 70% of the applications.

Out of the total of 2165 applications received in the past three years, 2010 (or 92.8%) were approved and 124 (or 5.7%) were rejected. The number of withdrawals was 31 (1.5%).

In dealing with the applications for location filming, the Department is always prepared to offer as much cooperation and assistance to the applicants as possible. However, it is equally important that the services to venue users and the public are not adversely affected. It is hence inevitable that the Department has to reject some of the applications occasionally.

Applications are rejected for a number of reasons. Some of the more common ones are:

• The venues are already reserved for other purposes.

• Causing inconvenience to other venue users.

• Disrupting normal services.

• Posing danger to public safety.

• The filming content has a negative impact on the image of the Council.

The second part of the question enquires about the application procedures. Applications for location filming are processed by the respective venue
