I can see that the public have a complex towards hawker policy. On one hand, a lot of people show sympathy towards hawkers, especially at times of economic downturn, advocating that stringent clearance actions should not be taken. However, on the other hand, they think that it is undesirable to have hawkers reprovisioned in the vicinity of their residence since this will adversely affect their living environment. I sincerely hope that people could consider the issue in the interest of the public. If the two Municipal Councils were disbanded, it was possible that the bureaucrats left behind to handle the hawker policy would take more stringent measures to eradicate the hawkers indiscriminately.

The year 2000 will be a new beginning and many people paint a rosy picture of it. But I think that from the very first second of the year 2000, Hong Kong will enter a dark age. The Council's name will only exist in past history. This signifies that the policies on municipal services will be under the control of a centralized authority. I remember what Lao Zi said in the “Dao De Jing”, "The universe is impartial and treats all things as if they were sacrificial straw dogs." For the sake of ingratiating himself with the Chinese authority, Mr. TUNG is now victimizing the common people of Hong Kong as sacrificial offerings. He has played a key role in planning the demise of the democratic political system in Hong Kong by strangling its development and the Council is the first to be chosen as a funeral offering. I sincerely wish that as our senior, Mr. Tung would consider seriously that he himself also has offsprings. As one of the Confucian sayings goes, “He who creates tomb figures will not have any descendant." What kind of life does he expect his descendants to lead in Hong Kong in future? I do hope Mr. TUNG could give practical consideration to this. I totally disapprove what he has done. To my great disappointment, he has ushered the democratic development of Hong Kong into a political black hole and marks the barely remnant democracy of the people with a rest note.
