incinerators and a formal announcement would be made in 3 to 4 months. Once the construction of this high-tech incinerator is given the go-ahead, I hope the concept of this incinerator can be materialized in the next 5 years.
Mr. Chairman, I hope this is not our last Annual Conventional Debate. If we can hold an Annual Debate again, we should celebrate with champagne and enjoy it during the Debate.

MR. ERIC WONG Chung-ki (in Cantonese):- Mr. Chairman,
It is unimportant whether the mass media have positive or negative comments on the performance of the Urban Council or individual Urban Councillors. The important thing is, the Urban Council is truly the council which is the most open and transparent since it became a fully elected council, which tries its best to formulate policies basing on public opinions, and whose policies have the utmost concern for the public. Of the existing three-tier councils in Hong Kong, although the Urban Council does not win the greatest public support, it is certainly the most open and democratic council. However, what the USD officials did over the past years has hindered the implementation of many good policies formulated by this Council. Today I would like to talk about the performance of the USD management, in particular the performance of the Director of Urban Services. I believe that what I am going to say would not result in any prosecutions against me.
As we all know, the USD has all along given people an impression that it is bureaucratic and inefficient. In recent years, it often adopted a perfunctory attitude towards the decisions of the Council; we can easily cite a number of examples to illustrate this. In October 1996, we requested the Department to conduct a systematic review on staffing and structure of the Department so as to increase efficiency and make better use of resources; we also asked the Department to consider commissioning a consultant company to carry out further studies on the issue. Subsequently, the Department drafted two papers perfunctorily, saying that it had conducted a review on staffing. However, it did not arrange for further studies on its management culture and structure with a view to exploring the feasibility of streamlining the organization of the Department. The issue of commissioning a consultant company to conduct further studies was also put aside. We have on a number of occasions resolved specifically that measures should be taken to improve the street cleansing services. However, the result was that we finally set up a steering committee under the Select Committee, not to steer the frontline workers, but to steer the USD management who have in their grasp the implementation of our policies. We have also asked the Department to announce the categorization of food premises as soon as possible, but it pays no attention to our request. In day-to-day operation, our decisions are not carried out. When we request for papers or resources, our requests are not attended to. Most of the officials just
