Hong Kong has developed from a small, unknown fishing port into a world-renowned metropolitan city nowadays. The achievement is marvellous and obvious to all. During these days, the Council has been serving the public in the spirit of 'Enriching City Life', bringing improvements to environmental hygiene and municipal facilities as well as promoting culture and arts in Hong Kong, thus greatly enhancing the quality of people's life.

However, as a member of the Provisional Urban Council (PUC), the Housing Authority (HA) and the Housing Society (HS), I am fully aware that, among the various aspects that require improvement, a 'pleasant living environment' is the public's foremost concern. With the development of society, local residents aspire to become 'owners' who are not just 'tenants/residents'. They not only aspire to possess their own properties, but are also concerned about management problems and property quality. Since Hong Kong people have gradually become aware that a building with quality management not only provides a perfect living environment to the owners and facilitates the preservation of its value, but also safeguards the owners against any legal liability and monetary loss for inadequate maintenance or poor management of the building.

In view of this, today I will mainly discuss building management under the theme of 'Quality Building Management By Us All'. I will address the requisites of quality building management with a forward-looking approach, in the hope of enhancing the concern of my colleagues and the public about building management. Like the concept of 'Enriching City Life', about which the Council has frequently mentioned, an ideal city should enable the citizens to live in a pleasant living environment. To this end, the properties and rights of the owners must be protected, and all these can be achieved through quality property/building management.

As society develops, more and more Hong Kong people aspire to become owners and possess their own properties. In this respect, the HA has introduced the Tenants Purchase Scheme and is now implementing the management policy of forming Owners' Corporations (OCs) under the Home
