CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 12 MAY 1998

The minutes of the meeting held on 12 May 1998 were confirmed.

II. PAPERS LAID

The following paper was laid—Report to the Provisional Urban Council by the Secretary, Provisional Urban Council, for the month of May 1998.

III. QUESTIONS

(1) MR. STANLEY NG WING-FAI asked (in Cantonese):—

(a) As early as before the changeover of sovereignty, the then Legislative Council Secretariat already uploaded committee papers and minutes of the Legco regular meetings and all panel meetings onto the Legco's Internet homepage for the public's perusal. Up to mid-May, more than 50,000 citizens have visited the homepage. Would the Council consider making reference to this practice, and upload committee papers and minutes of meetings of all committees onto the Internet so that the public may have better understanding of the Council's business and the Councillors' performance? If yes, does the Council have any concrete timetable for implementing the project concerned? If no, what are the reasons?

(b) At present, Provisional Urban Councillors may search on the computer system for committee papers and minutes of meetings of all committees from 1991 onward. The materials are quite comprehensive, except that records of the annual conventional debates and the monthly meetings are missing. What are the reasons? Has the Council also considered uploading these materials onto the computer system for all Councillors' inspection so that they may understand other Councillors' stances?
