I previous elections. This is a great consolation to me even though the Council 'will be dissolved in the future.
I have already had a career in municipal services spanning six Directors of Urban Services. If you ask me who is the best director and who is the worst one, I will undoubtedly respond that Mr. A.K. CHUI was the best while the incumbent Director, Elaine CHUNG Lai-kwok, is the worst. It is destiny that has brought us together and I would deeply cherish this predestined relationship which is characterised by joys and sorrows, partings and reunions. While we shall witness the history of the dissolution of the Council at the same time, there will certainly be different thoughts welling up in our mind.
I would like to bring up two miserable cases. The first one is that while the Council is still "alive", there are already many people contending for dealing with the matters relating to the Council after its death and for sharing its estate. The situation is just like my friend's case in which his “dutiful sons” argued with each other over his estate in the presence of my sick friend that made him breathe his last. The second one is that while the Council is still exercising its statutory powers, someone, however, has overstepped his functions and meddled in Council's business by making policy decisions for the Council while the policies are still under the Council's deliberation. Such an act is analogous to the case of a newly wedded young man of a barbarian tribe, who has to allow another man to consummate the marriage on his behalf before he is allowed to do so. How miserable the case it is! In the past, Li Yu (the last emperor of the Southern Tang Dynasty) was defeated by the Emperor of Sung Dynasty. He was forced to leave his own country and live in the territory of Sung. Furthermore, he was also compelled to send his wife to the palace of Sung every night. Therefore, he could not help but write the following sad and sorrowful masterpiece:
"In a year, the seasons recycle.
Of the past, how much do we know?
Easterly wind blew again at the little cottage last night,
Who can bear to look back at one's former country in the moonlight?”
The Council is not the last emperor and Hong Kong is not the barbarian tribe. While the Council is still in existence, why should other persons formulate and implement the policies for the Council?
As things stand well, when I come to this point, a lot of thoughts are crowding in. I don't want to go on anymore though there are still lots to say, Even if I go on talking, those in power may turn a deaf ear to what I say. Therefore, I better stop here. I am really confused. I do not hold out much hope that the Legislative Council will be able to keep the Council. Today may be the last time for me to deliver my speech at the Provisional Urban Council Annual Conventional Debate. I will remember the Council for ever and ever.
