Ka Tsuen Market and Chai Wan Market are scheduled for completion this year. In the next two to three years, the Stanley Market, the Tai Kok Tsui Market, etc. will also be completed. To provide the public with quality and comfortable market services, air-conditioning will be a "standard" facility for all new markets.

During the year, the Committee also reviewed the hawker control organization and the Report of the Working Group on the Control of Illegal Hawking. Reprovisioning arrangements are being made for stall owners affected by Government's repossession of the Central Market by the end of May 1999.

In view of the adverse economic conditions, the Committee also passed resolutions last year to effect a 30% cut in stall rentals of the Council's markets, hawker licence fees and pitch fees for one year to alleviate the financial hardship of the stallholders/hawkers.

On hawker control, due to continuous efforts of the Department's hawker control staff, the number of illegal hawkers has now been decreased to around 3 900. In order to increase the transparency of the Hawker Control Teams, staff of the Hawker Control Officer grade has been required to wear numbered badges while on duty since last year.

I would like to thank all those who worked with me in the past year, namely the members of the Markets and Street Traders Select Committee, the Chairmen and Members of the Market Sub-Committee and the Working Group on the Control of Illegal Hawking, and all staff of the Council Secretariat and the Department, for their hard work and co-operation which have enabled the Council's policies to be implemented smoothly.

Mr. Chairman, no matter what fate will befall the Council, I hope in 1999, the last year of this century, all fellow Members can put aside their prejudices and continue to work together to provide more and better municipal services for the community. I hope that we shall still have a chance to speak next year and listen to the insightful speeches of our fellow Members in a similar forum as we welcome the new year and stride into the new century.

It is 16 years since I was elected Urban Councillor in 1983. I am really glad to witness continuous upgrading and development of the Council's facilities and services, as well as close cooperation between the Council and the Department, both of whom have worked hard together. For these reasons, I have been working even happier and harder. However, good times never last long. Less than a year after the reunification of Hong Kong with China, the Government announced the dissolution of the Municipal Councils.
