have been individual cases of unauthorized occupation of parking spaces for a long period of time.
On strengthening the management of Council venues, the Leisure Services Branch of the Department has immediately adopted various improvement measures, including more frequent patrol in the problem areas and display of warning notices at conspicuous places, etc.
To address the problem of unauthorized parking at Council venues more effectively, the Department will, on the basis of legal advice, propose to invoke the Road Traffic (Parking on Private Roads) Regulations or amend the Council's Bylaws to vest staff of the Department with the statutory power to impound vehicles and issue fixed penalty tickets. The Department will seek advice from the government departments concerned and submit its recommendation early next year for the Council's consideration.
At the meetings of the Recreation Select Committee, Administration Select Committee and Finance Select Committee in December, the Department will submit its recommendation on more cost-effective management of Council carparks by contracting out the management service of the suitable ones to private operators.
MR. WU CHI-WAI (in Cantonese):—On the one hand, I am glad that my question is promptly answered, but on the other, I wish to follow up on paragraph 4 of the written reply, which says that at the meeting of the Recreation Select Committee to be held this month, the issue of contracting out the management services of carparks will be discussed. As far as this is concerned, will the contractor concerned be given additional power to handle the problem of illegal parking?
MR. SUEN KAI-CHEONG (in Cantonese):—Mr. Wu Chi-wai's question should be answered in two parts. At present, even if there are departmental staff or security guards hired to manage the venues, they are not vested with the powers to impound vehicles or issue fixed penalty tickets.
However, this is only the prevailing measure. The Department intends to submit early next year the recommendation to the Council that departmental staff or the contractor concerned be vested with such powers. According to the schedule, if the Council's approval is obtained early next year, then the new arrangement will come into effect in the latter part of the year.
(5) MR. DANIEL TO BOON-MAN asked (in Cantonese):—Regarding the Hong Kong SAR Government's Enhanced Productivity Programme (EPP), I have the following questions:
(i) In what ways will the Divisions in the Department meet the aims of the EPP? What are the expected savings in terms of resources? Please give examples.
