were forwarded to Mr. Ho Chi-ping (the Chairman of the Hong Kong Philharmonic Society) several months ago for his action and I know that these complaints are being handled by Mr. Ho now. The Hong Kong Philharmonic Society has its own system of appointment and dismissal, which I am not familiar with. However, as the question about their management practices raised just now, if Members are interested, we may, through the Council's representatives, invite the Hong Kong Philharmonic Society to tell us something about their system of appointment and dismissal one of these days.
Ms. CARLYE TSUI WAI-LING (in Cantonese):-I have a question to follow up on the questions raised by Mr. CHUNG. Given the high artistic achievement of the Hong Kong Philharmonic Orchestra and the Council's enormous subsidy for it, I am sure all the Members of the Council are concerned for the future development of the Orchestra. As Mr. PAO mentioned just now, the Orchestra enjoys autonomy while the Council has representatives on its Board of Directors to carry out administrative functions, but we are not satisfied unless its management is found to be perfect. The present arrangement is that the Artistic Directors of the three performing companies are invited regularly to report on the way forward for their artistic development. I wonder whether the Music Director of the Hong Kong Philharmonic Orchestra can be invited to the Select Committee concerned so that we may share with him the direction for development of the Orchestra. I must state that I have no intention of interfering with the administrative autonomy of the Orchestra. We only want to know more and improve our communication, so that we may be more assured when considering the financial allocation in future.
MR. PAO PING-WING (in Cantonese):-Mr. Chairman, Ms. Carlye Tsui's suggestion is very good. I must point out and hope Members will appreciate that there is a slight difference in the role and status between the three performing companies directly under the Council and the Hong Kong Philharmonic Orchestra. As the three performing companies are bodies directly under the Council, their Artistic Directors are obliged to attend the meetings of the relevant Select Committee to report on the way forward and overall operation, which cannot be implemented unless endorsed by the Council. As mentioned just now, the Hong Kong Philharmonic Orchestra enjoys administrative autonomy. I therefore hope that the Council would not directly interfere with their direction for development or operation. At least I consider it undesirable for the Council to do so. Nevertheless, the idea proposed by Ms. TSUI is very good. We may in future invite relevant persons, such as the Artistic Director of the Orchestra, to some of the Council's forums for exchange of ideas. Through continuous interaction, we may know more, and I consider this to be a very good arrangement. However, we must not interfere with their administrative autonomy.
