everyone could see why. This kind of consultation is false consultation. On the issue of the ground for dissolving the councils, government put the blame on the Councils. It is government's irresponsible, lame argument to shift responsibility for the avian flu and other totally unrelated incidents on the two Municipal Councils. The end result of dissolving the Councils is taking back of powers. It means less chance of public participation and the power of decision shifted from elected councils to officials who do not have to be accountable for their actions. There will be less overall transparency. In fact, the result of dissolving the two Councils will further boost administrative dictatorship. Let me specifically point out that the original and amendment motions do not differ in concept. To come to a concerted view and for overall good, the Democratic Party not only supports the amendment motion, I have even canvassed support for the amendment motion.
I hope fellow colleagues, including those who support dissolution and those who support merging of the two Municipal Councils, can consider this motion as a whole. The spirit of both motions pinpoints the entire consultation process and government's attempt to shift responsibilities. It does not in any way go against your concepts. I hope all of you will support the amendment motion. Thank you, Mr. Chairman.
