travel agents and retailers have all suffered. The Chief Executive declared in the Policy Address that a new, state-of-the-art performance venue would be provided on West Kowloon reclamation while a sports stadium, a water sports centre and a multi-media theme park would be built to revive tourism, but I must point out that as these proposals take time to materialize, they can hardly solve the immediate problems. The setting up of flexible flea markets is the quickest, inexpensive and effective means. If Members are not forgetful, they should remember that the poor men's nightclub used to be a place that no visitors would miss:
(6) The setting up of flea markets would ensure full utilization of the Council's venues, generating additional revenue for the Council. As such, it is one of the ways to increase its income.
Lastly, I must state here that setting up flea markets absolutely has nothing to do with the problem of unlicensed itinerant hawkers which has been troubling us. The motion would not affect the existing hawker policy because the flea markets will be operated on designated sites under proper management. There is no question of street obstruction or running away from arrest. Neither does any encouragement of unlicensed hawkers exist. It is just like the Lunar New Year's Eve Fair.
Mr. Chairman, with these remarks, I beg to move.

In fact, I moved a motion on an Illuminated Night Bazaar recently, which regrettably was not carried by a small margin. I therefore fully support the setting up of flea markets proposed this time, in particular when looking back we will find that in solving the problem of unemployment, the setting up of either flea markets or hawkers' bazaars is always a fast solution. It also creates a lot of job opportunities. I am therefore supportive of the idea. The only thing is that I wish to offer some more views. If we look back at the Shek Kong flea market, we will find that it was a great success because it brought a lot of job opportunities. Harajuku, Japan is another example of success, where youngsters are allowed to do business in the parks there on Sundays.
Hence we can take these overseas examples as our blueprint. I paid a visit to the illuminated night bazaars in Guangzhou recently. It is a special zone under professional management. This is another example which we can make reference to. The idea will enable us to make the best use of our venues and at
