(1) Mr. Kam Nai-wai, Chairman of the Libraries Select Committee, moved:-

*RESOLVED that the Designation of Libraries (Urban Council Area) (No. 3) Order 1998 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.*

He said (in Cantonese):—Mr. Chairman, as the Chairman of the Libraries Select Committee, I rise to move the motion standing in my name:

RESOLVED that the Designation of Libraries (Urban Council Area) (No. 3) Order 1998 be made under section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.

The purposes of the order are to designate the premises of Units No. 1 to 6, Ground floor, Commercial Centre, Pak Tin Estate, Kowloon as a library, to cancel the designation of the existing Pak Tin Public Library and to amend the Schedule to the Designation of Libraries (Urban Council Area) Order 1986.

Mr. Chairman, I beg to move.

MR. CHRISTOPHER CHUNG SHU-KUN, VICE-CHAIRMAN OF THE LIBRARIES SELECT COMMITTEE (in Cantonese):—Mr. Chairman, I second the motion.

The question was put to the vote.

Chairman (in Cantonese):—The next item is debate on a motion proposed by Mr. Li Wah-ming. Before Mr. Li presents his motion, I wish to remind Members that at its meeting on 15 September 1998, the Standing Committee passed an amendment to Standing Order 21(8) to the effect that apart from the original mover, who can speak for fifteen minutes (including exercising his right of reply) in a motion debate, all other Members must not speak for more than seven minutes. I would therefore draw Members' attention to this when they speak later or in future.
