living and uphold their self-respect and to relieve the Government of its burden. The idea is to adopt some temporary measures in the interim to enable the people of Hong Kong to equip themselves for the next cycle of prosperity, when they can make the best use of their talent. It is a commendable policy and a sensible move. Careful consideration should therefore be given to it instead of putting up excuses and refusing to give any consideration at all. Of course, those who have a steady job and a steady income might not share the misery of the unemployed. May I therefore ask the staff of the Department, if you lost your job today, would you change your view?
I would therefore urge people of the Department to dispense with their usual bureaucratic style. In the present situation, one should not hold onto one's bureaucratic way of doing things. The concepts of no-action-no-mistake, less-action-less-mistake and more-action-more-mistake should be thoroughly changed in order to fulfil the commitment of serving the public for the welfare of the public. I also hope that my colleagues in the Council will make good use of the motion by voting for it, so that we may fulfil the commitment of serving the community and 'Enhancing City Life'. I hope everyone will support it. These are my remarks. Thank you, Mr. Chairman.

RESOLVED that the Council formulate a comprehensive policy on display of works of art at its public places and space (including parks, piazzas, cultural facilities, entrance halls of Urban Council Complexes, etc.), so as to encourage the integration of culture and art into life and provide space for display.

Mr. Chairman, the Council manages many prominent venues, including various major cultural facilities, sport and recreational facilities and municipal health facilities, but the management of our venues is divided according to their functions while the Council is dependent on a vertical mechanism. For instance, the Council's parks and piazzas are managed by the Recreation Select Committee, its cultural centres and the surrounding piazzas are managed by the Culture Select Committee, but the UC Complexes are not managed by the...
