Just now a Member said he hoped that after the review, services would be extended to back alleys. I support this because it is rather difficult to distinguish back alleys from private streets. This therefore requires specific study. In any case, I consider that if the motion is carried, the Department should immediately submit a paper on the review for the Council's consideration. I hope it will not take one year to prepare the paper. I say so because actually we asked the Department as early as a year ago to submit a paper reviewing the cleansing services for streets (public streets). We had waited for a long time and when we furiously brought up the issue before the summer recess, the Department said the paper would be submitted within three months. However, it has not done so to date. Since the paper on the review of public streets has already taken such a long time to prepare, we can't help wondering how long that on private streets will take. I hope we don't have to wait until the Urban Council dissolves. It is neither my wish that the review

It is neither my wish that the Department will take no action at all before we conduct the review. Since the Government has taken the lead in carrying out the 'Healthy Living into the 21st Century' campaign, I hope that a cleaning campaign will be carried out even before our review formally begins. As the owners and tenants of private streets have paid the rates, they should be entitled to adequate municipal services. Thank you, Mr. Chairman.

'In view of the recent economic downturn, weak consumer spending and record high unemployment rate in Hong Kong, RESOLVED that the Council actively study the setting up of a temporary Hawker Permitted Area and an Illuminated Night Fair (lasting for one year, to be reviewed at an appropriate time later) in order to help create more job opportunities and, at the same time, to stimulate the economy by providing local residents and tourists with some inexpensive programmes featuring the life and culture of Hong Kong people.'
She said (in Cantonese): Mr. Chairman, the SAR Government announced last month that the number of people unemployed was 160,000 while that of
