CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 14 JULY 1998
The minutes of the meeting held on 14 July 1998 were confirmed.
II. PAPERS LAID
The following paper was laid -- Report to the Provisional Urban Council by the Secretary, Provisional Urban Council, for the month of April 1998.
III. QUESTIONS
(1) THE HON. LI WAH-MING asked (in Cantonese): The sports and recreation activities organized by the Council during the summer vacation are welcomed by the citizens. Nevertheless, quite a number of these activities enroll participants on a first-come-first-served basis, which lead to complaints by the citizens. In this regard, I have the following questions:
(a) What criteria are used by the Department to decide the enrollment method for an activity—on a first-come-first-served basis or by drawing lots?
(b) Is there no upper limit for enrollment in an activity by telephone?
(c) During July and August, how many complaints against the unfair enrollment method were received by the Department?”
MR. RONNIE WONG MAN-CHIU, CHAIRMAN OF THE RECREATION SELECT COMMITTEE, replied (in Cantonese): The first part of Mr. Li's question is about the criteria used by the Department in deciding the enrollment method for a sports or recreational activity.
The Council generally follows the principle of first-come-first-served in providing sports and recreational activities. However, the Department will
