I earnestly hope that Members will support my motion. In reducing the licence fees by 30%, I hope we have done our share in easing the difficulties of the businesses in Hong Kong, so as to relieve the public of their burden during these hard times. I beg to move. Thank you, Mr. Chairman.
CHAIRMAN (in Cantonese): Ms. Ada WONG has spoken for less than ten minutes. May I remind Members who are present not to leave the Chamber because we barely have a quorum. At the same time, would Members who are going to speak be as brief as possible, or else more Members who are getting impatient or have an engagement would leave, making it impossible for the voting to be carried out? Would Members take heed of this?
Firstly, would Members be as brief as possible in their speeches? Secondly, would those who are present hold on? Good. Would the seconder second the motion?

MR. KAM NAI-WAI (in Cantonese): Mr. Chairman, according to (1) of Standing Order 25 on 'Interest of Members', Members are required to declare their interests. Standing Order 25(1) states:
'If any Member of the Council has any pecuniary interest direct or indirect in any matter under consideration by the Council or a Committee, he shall declare it to the Council prior to the discussion of that item, and shall withdraw from the meeting.'
Mr. Chairman, I hope you will ask Members to declare their interests before speaking. Thank you, Mr. Chairman.

THE HON. Ambrose Cheung Wing-sum (in Cantonese): Mr. Chairman, I support Ms. Ada WONG's motion. Basically the motion is a much needed one rather than an unnecessary ornament.
When the Markets and Street Traders Select Committee decided that the rental of the Council's market stalls be reduced by 30%, it put forth an argument and I support it. I wish to explain the argument briefly. The argument is that the rental is based on the operational market value of the market stalls. The rental being paid by the stall owners now is already higher
