As I have said just now, since the new airport is used by tens of thousands of visitors every day and visited by numerous tourist groups, it has become a popular sightseeing spot. I believe that the offices of many District Board members and Councillors present today too may organize tourist groups to the new airport. It is therefore a very ideal choice of site; and

3. Against this background, as a suitable site is readily available at the new airport, the idea can be implemented right away without having to wait for the finalization of the entire planning for Kowloon East. The above proposal is put forth for Members' consideration. Thank you, Mr. Chairman.

Chairman (in Cantonese):—Are there anymore Members who wish to speak? No. Is Mr. Daniel To, the mover, going to exercise his right of reply? Mr. To please.

MR. DANIEL TO BOON-MAN (in Cantonese):—Mr. Chairman, for every idea it is desirable to solicit different views. In my motion, I did not mention how the idea was to be implemented. I only requested that the Government carry out a study and consider the various conditions.

I recall that 11 years ago, I recommended at a district board meeting the construction of a marine defence museum. A lot of preliminary ideas were thrown in then and now the project is under way. I consider that concepts may develop from an innovative idea while the scope is subject to further discussion. The underlying spirit is to review the past and look into the future. There are many flexible ways to handle the projects of the museum and theme park.

I thank Members for speaking on and supporting the motion.

The question was put to the vote.

The motion was unanimously carried.

(4) Mr. Chiang Sai-cheong moved:—

*In view of the recent economic downturn, the rapid deterioration of the unemployment situation and the persistent drop in the number of tourists, RESOLVED that the Council set up a Sunday flea market at the piazza of Hong Kong Coliseum as a trial scheme, in order to fully utilize the Council's venues for raising revenue, helping to create job opportunities, providing the tourist industry with a new tourist attraction and stimulating the economy."

He said (in Cantonese): My motion today is as follows. 'In view of the recent economic downturn, the rapid deterioration of the unemployment situation
