Government in June 1998, RESOLVED that the Council prepare a position paper to express its opinion and put forward a counter-proposal to the Government' and has been seconded by Ms. Jennifer CHOW. Then I will present my stance of ‘One Council and One Department' orally or in a paper prepared by the Secretary.
Let us now first of all vote on my written motion. As the voting systems have broken down, I will call upon you to cast your votes orally. Would the Secretary please prepare to do the counting? Those who are in favour of the motion please put up your hands.

CHAIRMAN (in Cantonese):—The motion is formally carried. I will now present my second motion......
MR. JOSEPH CHAN YUEK-SUT (in Cantonese):-Can another motion be moved right away under the Standing Orders? If not, then we must propose the suspension of the Standing Order concerned before you may present your new motion.
The Hon. Ambrose Cheung Wing-sum (in Cantonese):—Mr. Chairman, if Mr. Joseph CHAN proposes the suspension of the Standing Order, I will second the proposal.
Chairman (in Cantonese):-Good. A Member has proposed the suspension of the Standing Order and another Member has seconded the proposal. Would those who are in favour of the proposal put up their hands......
THE HON. LI WAH-MING (in Cantonese):--Mr. Chairman, firstly, you have to state clearly the Standing Order to be suspended. Secondly, if you wish to move a new motion (on the concept of 'One Council and One Department"), you must do so in writing. You cannot do so orally.
Chairman (in Cantonese):-It is being prepared. I propose that the meeting be adjourned for five minutes. Any seconder?
MR. LEE KWOK-KEUNG (in Cantonese):—I second it.
Chairman (in Cantonese):-Good. The meeting will be adjourned for five minutes. It will resume at 5:00.
