Government in June 1998, RESOLVED that the Council prepare a position paper to express its opinion and put forward a counter-proposal to the Government' and has been seconded by Ms. Jennifer CHOW. Then I will present my stance of ‘One Council and One Department' orally or in a paper prepared by the Secretary.

MR. JOSEPH CHAN YUEK-SUT (in Cantonese):-Can another motion be moved right away under the Standing Orders? If not, then we must propose the suspension of the Standing Order concerned before you may present your new motion.

The Hon. Ambrose Cheung Wing-sum (in Cantonese):—Mr. Chairman, if Mr. Joseph CHAN proposes the suspension of the Standing Order, I will second the proposal.
