other year, resulting in wastage in administrative efforts and resources. If we allow two years for the existing review, so that the elections of the district boards, the municipal councils and the Legislative Council will be held in the same year, that is, 2000, with the elections of the district boards and municipal councils being held concurrently, there will then be only two elections in 2000, that is, the election of the Legislative Council and the concurrent ones of the district boards and municipal councils. The next elections will be held in 2004 and then in 2008. Not only will the election cycle be simplified, but there will also be more time for members of the public, the representative bodies and the Government to deliberate on the existing review.
Mr. Chairman, the second point I wish to raise concerns the treatment of the Consultation Document on Review of District Organizations. I am glad to learn that Members have a common direction and their comments too are along the same line. Mr. Tim S. CHAN just now mentioned that a unified option should be reached at through today's discussion, which would be referred to the Legislative Council for final endorsement because there was a need to pass the legislative amendments. I will propose a motion at the meeting of the Legislative Council on 29 July on the Consultation Document on Review of District Organizations. My motion will be a neutral one. I will only recommend that the Legislative Council take note of the Consultation Document, put forth its views and urge the Government to carefully consider all the consultation findings and comments before deciding on the way forward for district re-organization. Between now and the 29th, the Council should work out a unified option and reach a consensus with the Regional Council on it before submitting it to the Legislative Council on the 29th for consideration.
I hereby appeal to my colleagues of various political parties as well as independent Members to make today's discussion fruitful. I am also eager to know the result of the debate at the Legislative Council. This would exactly prevent the Government from dragging, flying off at a tangent and being too incoherent on the issue. The Government must be made to understand what the views of the public are by 31 July. The Government has all along held that the Legislative Council is a body representing public views. I hope its views will be the same as those of the two municipal councils. As for the specific arrangements, I would recommend that the Council conduct public consultation on its unified option in August and commission an independent public survey on it. If our option is acceptable to the public, I am sure that by September, the Government will be aware that our unified option is by no means one for vested interests but one with genuine public support. With this programme in mind, Mr. Chairman, I hope a unified option will be available by 29 July so that an independent public survey may be conducted in August and submission to the Government be made in September in time for the October Annual Address for a final decision on the overall development of the district structure.
