Mr. Chairman, I support the spirit of the motion. Apart from improving in the distribution of education manpower and prosecutions, I think the Department is duty bound to review the adequacy of facilities at blackspots. Certain monitoring devices and complaint channels as well as administrative codes should be included in the policy for contracting out so as to ensure performance and meet the requirements of the Department and the society, I have so spoken in support of the motion.
Mr. Lam Man-FAI (in Cantonese):—Mr. Chairman, I fully support Mr. Ip Kwok-chung's motion. In fact, the qualities of living environment and health environment are very important to Hong Kong. If we look around at our neighbours, Singapore is clean, even Zhuhai and Shenzhen are clean. In the past, people said Shenzhen was dirty. When I visited there recently, I found the place quite clean. In 1997, many tourists, even leaders of foreign countries are expected to visit Hong Kong. A clean environment will in fact have a bearing on the image of Hong Kong. As citizens, we need a clean environment too to prevent the spread of all kinds of diseases. We all know of diseases bothering us lately. If we have a better environment, diseases will be farther away from us. The two are inter-related. It is of paramount importance for us to step up education and improve our environment.
Street cleanliness reported in recent years was poor. It is a fact. Therefore, we have to step up street cleaning work. When contracting out, we should monitor the situation. We should find out if streets are not cleaned by 9 am. If a problem persists, maybe we should monitor the work of companies concerned at work. There are also cases of “no control” such as in Tung Tau Tsuen Road and Ching Tak Street of Wong Tai Sin. The Housing Department indicates that it is only responsible for sweeping the pedestrian pavements. The Urban Services Department says that section of the road is not their responsibility. As a result, the sides of the road are not swept or cleaned and the Housing Department sweeps the pedestrian pavements only. As for the road itself, every time I mentioned it, the Urban Services Department got to work once. Sometimes, the streets were not cleaned for several months so that drains were silted. We must clarify responsibilities for such areas. I feel that for undivided vehicle roads, the Urban Services Department should take the initiative to discuss with the Housing Department and fight for the right to clean them. Complaints from members of the public in respect of public streets are invariably directed at the Urban Council and the Urban Services Department, not the Housing Department. Of course, for historical reasons, these places were once managed by the Housing Department (or the Resettlement Department as it was called before). However, after changes in the last 10 to 20 years, they have now become public streets. I hope we can win back such areas and be responsible for cleaning them.
