Ms. CARLYE Tsui Wai-ling (in Cantonese):-Several Members have raised a number of points. I will merely make some brief additions.
The spirit behind the original motion is laudable, but after comparing the two motions, I have decided to support the amended one because firstly, the amended motion reflects the situation more accurately in that cooperation between the Council and the Hong Kong Tourist Association (HKTA) already exists. I agree with the wording of 'strengthening' in the amended motion.
The purposes of the original motion are to ‘help develop the local tourist industry'. 'increase the usage rates of the Council's facilities and thus its revenue' etc while the amended motion further aims at 'promoting the overall prosperity of society' and 'improving the effectiveness of the Council's economy and society'. The scope covered by the latter is of a higher level and a more extensive vision.
As for the working relationship, I fully support the idea of working together with the HKTA. In addition to this Association, the amended motion includes the Trade Development Council and other organizations, and as such I consider its coverage to be more comprehensive. We need to develop partnerships in our community and inclusion of other bodies would bring about a more extensive cooperation network. We should not have in mind only the HKTA. We should seek for a more balanced chance of cooperation.
In view of the above factors, I consider we should pick the amended motion. Mr. Chairman, with these remarks, I support the amended motion.
Mr. RONNIE WONG MAN-CHIU (in Cantonese):-Mr. Chairman, at present neither the Council nor the Department maintains communication with other official bodies such as the Hong Kong Tourist Association (HKTA) and the Trade Development Council, but I don't doubt its existence or activeness. In terms of wording, there is an obvious difference between Ms. Ada WONG'S original motion and Mr. PAO Ping-wing's amended motion, but let me first of all respond to Ms. Carlye Tsui's proposal of including the Trade Development Council. In fact, when we eventually get down to work out the details, we will include not only the Trade Development Council but also other Government departments. It is precisely because of this that the proposal has turned from an open one to a limited one.
The difference between the original motion and the amended one is that Ms Ada WONG uses the word 'examine' while Mr. PAO, 'strengthen'. The meaning of 'strengthen' implies that communication already exists and that it will be maintained, meaning that efforts will be stepped up. On the other hand, 'examine' implies the convening of meetings and setting up of working groups and channels to re-consider the whole issue. In the process of examination, the Trade Development Council and probably other Government departments will be included in addition to the HKTA.
