RESOLVED that the Council further strengthen its working relationship with the SAR Government, the Hong Kong Tourist Association, the Hong Kong Trade Development Council and other organizations, including the provision of detailed information on major facilities, exhibitions, programmes, activities etc at the earliest opportunity and the feasibility of holding joint programmes and increasing guided tours in order to help develop local tourist industry, promote the overall prosperity of society, increase the usage rates of the facilities of the Council, increase revenue and improve the effectiveness of economy and society.'
He said (in Cantonese):--Mr. Chairman, in her speech on the motion moved, Ms. Ada WONG raised several points which are valid both in spirit and in principle, namely, the Council plays an important role in the development of the territory in terms of provision of cultural activities etc, our activities should cater to the needs of both the local people and overseas visitors, Hong Kong's international image should be upgraded and the Council should contribute to the development of local tourism in its provision of cultural facilities.
I recognize all the points discussed by Ms. Ada WONG, but they are actually what the Council has been doing and working hard for in the past years. I therefore propose amendments to her motion.
If we read the full text of Ms. Ada Wong's motion, we will have the feeling that it sounds as if the Council had not done its best in this area and hence examination is recommended. This was exactly the strange feeling I had when I first read it. The fact is that on the contrary, a lot of the work recommended is being carried out by the Council.
It is not that I do not support the spirit and principle of Ms. Ada WONG's motion, but since the original motion is misleading in the above way, I have made some clearer amendments.
In various situations, the Council has been working hand in hand and has set up partnerships with the SAR Government as well as official and quasi-official organizations such as the Hong Kong Tourist Association (HKTA) and Trade Development Council. For some of the Council's activities, such as the international lion-dance competition which has been held for quite a number of years, we have asked the HKTA to help out with the promotion in the Mainland. Visitors have also been attracted to Hong Kong by this activity, The activity was held for the third year this year.
As for the Trade Development Council (TDC), although our relationship is less extensive, it exists. Since two years ago, the TDC has developed a new business, an international film show in Hong Kong, which is entirely commercial in nature. The TDC has invited the Council to act as the co-sponsor and is considering combining the Hong Kong Film Festival and the commercial international film show into one to ensure mutual support and help, and to reinforce the international status of both activities.
