HONG KONG PROVISIONAL URBAN COUNCIL

while ago welcoming sponsorship of the various activities of the Urban Council by commercial organizations (except advertisements on tobacco and alcohol) and their placing of advertisements.

There are a lot of large complexes under the Urban Council, such as the Hong Kong Cultural Centre, the Museum of Art, district civic centres, the Science Museum and the Space Museum. We wish to recommend for the Council's active consideration that advertisements be sought for the existing venues. If the motion is carried today, we should formulate a detailed policy along the line of the motion to increase the revenue of the Council. For the recreational complexes, swimming pools and indoor games halls, we should accord priority to advertisements on outfits, drinks and food associated with sports. For the cultural centres, we hope that hirers will advertise the activities they are going to hold in these centres. In this way, the Council's future activities in its venues would be promoted through advertisements while the participation rate of the various activities would be indirectly raised. It is killing two birds with one stone.

I also hope that advertisements can be placed in the Council's publicity materials. The City News is a good example. Last year we endorsed full colour production and it is now beautifully presented. At present, some 90,000 copies are distributed free of charge every month and are very well received. At present, copies of some ‘District Stars' are also distributed free of charge and some of the commercial proceeds are rather impressive. On the one hand, we could solicit commercial advertisements for local activities and on the other, we could place the Council's own advertisements. As mentioned, we welcome commercial organizations, except those concerning tobacco and alcohol according to the established policy, to place advertisements in the publications of the Urban Council, because they are distributed to members of the public every month and the numerous activities held by the Council every month would be publicized. In addition to the City News, there are a lot of posters, leaflets and tickets which could be so designed (if possible) as to secure some commercial proceeds.

Of course, my motion also stresses the need of active examination. Apart from welcoming our colleagues in the Urban Services Department to recommend suitable locations, we hope that the views of outside advertisers will be solicited as to the venues where their clients have regularly put up advertisements or may be interested to do so. Take the facades of the Museum of Art for instance. Very often we put up some advertisements, such as the one on the exhibition of national treasures, and they are very well received. Visitors along the Nathan Road can see them and know that there is such an exhibition. It is very attractive indeed. In the past, a lot of commercial advertisers suggested that these large locations be vacated by the Council for the advertisements or sponsorship of the Council's activities by interested commercial clients. In fact, advertisement sponsorship is solicited for recreational activities. Examples are the rather popular Hang Seng Youth
