HONG KONG PROVISIONAL URBAN COUNCIL

development and economic prosperity, we should, for the benefits of the citizens, devote greater effort to implement the endorsed aims on schedule.

During my relatively short service with the Council, I have found that some projects or work have been unnecessarily delayed by party politics and inadequate coordination between the Council and the Department. The citizens are the ultimate sufferers. I recall that in the soccer game of the '1997 PUC Open House' held on 9.11.97, we, through the concerted effort of Council Members from different political parties and staff of the Urban Services Department, gained a brilliant victory. This reflects the remarkable achievement that could be made by co-operative team work. Therefore, if my colleagues in the Council can put the interest of the whole community before all personal considerations and work practically and realistically with the Department's staff so as to reduce unnecessary political disputes, I believe we can help to promote Hong Kong's development and improve the quality of living.

Mr. Chairman, I would like to conclude my speech with the following 28 verses:

The Urban Council works for Hong Kong people,

Be they rich or poor, living in your district or mine;

Ask me how much work is being done,

Let me tell you one by one.

Taking a walk in the morning, listening to birds singing on the tree,

Making an appointment with friends to enjoy a sip of tea;

Buying food in the market, I've got vegetables by catties,

With fresh fish and meat, serving my good friends indeed.

Culture and entertainment in the evening. Recreational activities develop my talent;

Enriching my knowledge in the library,

Drinking with my friends enhances intimacy.

Dirty environment, how disgusting!

Picking up a can of insecticide, spraying and spraying. Removing garbage, we need 'LAM Ah-chun',

Working till early morning, they are hardworking.

Occasional mistakes deserve questioning.

Underlying causes require deliberating, Understanding and censuring to balance,

Don't force people to gulp down grievance.

Too frequent are political disputes,

Internal struggle is courting disasters;

Stringent budgets delay projects,

How can we face Hong Kong people?
