Capital Works Projects

During the year under review, all major capital works projects were able to commence according to schedule. The major projects completed include the Shek Kei Mei Park Indoor Games Hall, the Health Education and Resource Centre in Kowloon Park, the Yuen Po Street Bird Garden and the new Tai Shing Street Market. Facilities which will soon be commissioned for use include the St. Stephen's Beach Water Sports Centre and the Urban Council Chambers Exhibition Centre, while projects under construction include the Hong Kong Central Library, the Hong Kong Museum of History, the Museum of Coastal Defence and the Hong Kong Film Archive. Meanwhile, preparatory work for the construction of the Hong Kong Museum of Contemporary Art is underway.
Public Health
The Council has remained committed to promoting good hygiene. Last year, the Council acted swiftly in response to issues widely covered by the media, namely, the 'mad-cow disease', the E.Coli 0157:H7, the cholera case, the Listeria in Dreyer's ice-cream bars, the pesticide-contaminated vegetables, and the recent outbreak of the H5N1 virulent bird flu. A series of measures have been taken to eliminate the health hazard posed to the public. They include:
(i) taking a range of precautionary measures in abattoirs; stepping up inspections to all licensed fresh provision shops, and disseminating pamphlets and leaflets with detailed food hygiene guidelines to the public and all meat shops;
(ii) strengthening enforcement actions and controls against unlicensed or unauthorized food premises;
(iii) actively clamping down on food premises which pose a health hazard to the public; passing a resolution to confer on the Director of Urban Services the administrative power to order immediate closure of unlicensed or unhygienic food premises;
(iv) conducting food hygiene courses for operators of food premises; making the issue and renewal of licences conditional upon participation in such courses;
(v) monitoring the ice-cream agent to ensure that all contaminated ice-cream bars were expeditiously recalled and destroyed:
(vi) requesting the Department of Health to liaise with the Commodity Inspection Bureaux in China; advising the authorities concerned to consider a total ban on Methamidophos;
(vii) requesting the Agriculture and Fisheries Department to establish a spot-check system for livestock and stepping up measures to clean its wholesale food markets.
The Council was also deeply concerned about the monitoring of karaoke establishments. To strengthen control over these establishments, the Council requested the Government to enact legislation on karaoke establishments and
