therefore adequately monitored and safeguarded. Are our canteens not being supervised at all? This is not entirely so. If there were canteens in the clubs, they would also be inspected and supervised by us.
The question is that is there at present a serious problem in the hygienic standard of private clubs and canteens in government organizations? If yes, we should of course review the issue quickly.
Mrs. Ada Wong Ying-kay (in Cantonese):—Mr. Chairman, in addition to the problem of public safety, the exemption from licensing of restaurants or canteens in some public organizations would result in the situation in which the operators concerned are not required to pay the licence fee whenever they succeed in tendering for this type of canteen. Consequently, outside restaurants are required to pay for the restaurant licence fee while the former are not required. I consider that such a situation warrants a review. I therefore hope that the Public Health Select Committee would consider conducting a review.
Mr. Joseph Chan Yuek-sut (in Cantonese):—Mr. Chairman, if there is a need, it should of course be done, but we have to consider whether more control would be beneficial to the environment of Hong Kong. If control was necessary, we would of course impose it but if it was not necessary, then we would only be causing unnecessary trouble to the public. We have to take heed of the point that if there is a need, a review could of course be carried out but our primary concern is not to collect licence fee but to control public hygiene.

The next agenda item is motion debate. There are two motions for debate today. In order of priority, Mr. Joseph Chan Yuek-sut's motion on the review of the functions and organization of the Urban Council comes first while Mr. Eric Wong Chung-ki's motion comes next.
As most of the Members who are going to speak on the first motion are still attending another meeting and cannot join us until later, I would propose that the second motion moved by Mr. Wong be debated first. Four Members have given notice to speak. The second motion will be debated first and the original first motion will become the second one.
Under Standing Order 19(2)(c), approval of the meeting is required for such a change in the order of agenda items. May I ask whether Members agree to this arrangement? If no objection is raised, the arrangement will be endorsed. All right? It is agreed that Mr. Wong's motion be debated first. Would Mr. Wong please move his motion?
