To further protect personal data of visitors from being seen by other people, the Secretariat has adopted the 'Visitors Registration Form' method. Visitors are required to complete forms at the reception counter and return them to the staff there. Staff at the reception counter will then issue badges to visitors for identification purpose. Visitors should wear the badges to show whether they are journalists or other visitors. While leaving the Chambers, visitors are required to return their badges to the reception counter and the staff there would record their departure on the 'Visitors Registration Form'.
Ms. GRACE AU YUK-HAR (in Cantonese):—It is obvious from the reply document of the Chairman of the Administration Select Committee that the Department has followed up my question and has done so immediately. This is something to be praised. However, as far as the entire issue is concerned, the Department has been inert in handling those areas in the Ordinance that need to be addressed. Here, I would like to ask the Department whether any review is planned or being undertaken by the other select committees of the Council to find out whether the Personal Data (Privacy) Ordinance is violated in the provision of services related to the public's applications for use of our cultural and recreational facilities and applications for burial grounds or licenses.
MR. SUEN KAI-CHEONG (in Cantonese):-I believe that the Department will review our existing guidelines with reference to the Personal Data (Privacy) Ordinance. Certainly, as the latest draft is still under public consultation, we can by no means guess what the difference between the versions before and after the consultation is. When the final version comes into force, the Council and the Department will certainly carry out their duties in accordance with the law.
(3) THE HON. CHAN CHOI-HI asked (in Cantonese):-'Please inform me of the following statistics concerning the Council's swimming pools and beaches in the past three years:
(a) (i) the number of drowning cases (including casualties and injuries);
(ii) the number of non-drowning cases that caused casualties or injuries. (b) the remedial measures adopted by the Department in the light of these
cases.'
Ms. GRACE AU Yuk-Har, Vice-Chairman of the Recreation Select Committee, replied:-Mr. CHAN's question is in two parts. The first part mainly asks about the number of rescue cases including fatal cases which happened at Beaches and Swimming Pools during the past 3 years.
The number of rescue cases at swimming pools during the years 1994, 1995 and 1996 are 144, 150, 125 respectively. The number of rescue cases at beaches
