design must have the Urban Services Department's approval. There are certain specifications to meet. These specifications must be fully met before permits are issued by the Department for the delivery of carcasses dressed in the slaughterhouses.
It is certainly more difficult to exercise supervision in the process of transportation. It is not possible for us to frequently deploy staff to travel on the trucks in the process of transportation and carry out inspection. However, we do carry out adequate inspection beforehand and afterwards. Upon the trucks' arrival in the markets, supervision will be carried out by the market staff. A transportation method conforming to hygienic standards should be adopted for the delivery of meat to the meat stalls in the markets.
(2) MS. GRACE AU YUK-HAR asked (in Cantonese):-"The Personal Data (Privacy) Ordinance, effective since the end of last year, states (in Schedule 1) that "All practical steps shall be taken to ensure that personal data held by a data user are protected against unauthorized or accidental access, processing, erasure or other use having particular regard to......" The 'Draft Code of Practice Personal Identifiers-Consultation Paper' recently issued by the Privacy Commissioner for Personal Data also states, in Part II section 2.6 and section 6.15, that the identity card numbers as well as the names of card holders should not be displayed in public. In view of this, I have the following questions:
(a) At present, citizens who wish to use the Council's recreational facilities (such as squash court or badminton court) have to buy tickets. Yet the identity card numbers and the names of card holders are invariably printed on the tickets. Since the Department requires the users of the Council's facilities to display their tickets at a designated public place for inspection by its staff, this may enable other members of the public to see and inspect the information on these tickets. Is this practice a violation of the legislation? If yes, what method will be adopted to avoid it? If no, what are the explanations? Besides, what improvement measures will be taken in response to the concrete proposals given in the consultation paper? (b) When reporters and people wishing to attend the Council's meetings enter the Chambers, staff at the reception counter have to follow the registration procedure, and require the people concerned to write down their names and identity card numbers. This requirement may enable other members of the public to see and inspect these people's names and identity card numbers. Is this practice a violation of the legislation? If yes, what method will be adopted to avoid it? If no, what are the explanations? Besides, what improvement measures will be taken in response to the concrete proposals given in the consultation paper?"
