This Council has always focused on mid or long term developments and we have various Five Year Plans to serve the public. If the Urban Services Department implements TQM programmes, it will be a big help to our realizing our commitment to the public. I would like to reiterate the second part of Mr. To's motion. I call on the Council to consider appointing management consultancy firms to review the feasibility of implementing TQM so as to provide better service to the public at present and in future. Mr. Chairman, with these remarks, I support the motion.
