Quality management has been developing for more than 40 years and its achievements in industrial production are well known. Total quality management is a new concept developed in the nineties, not only as applied in industry, but also commercial and service industries.
In the Annual Convention Debate two years ago, I proposed to take up this concept. When I leafed through records following that, I learnt that several Members, including Ms. Carlye Tsui, Mr. LEUNG Kam-tao and Mr. CHAN Choi-hi, raised the issue in 95, 96 and 97 respectively. Despite these efforts, the Urban Council has not stepped out. Since many Members have given their opinions on this topic and no progress has yet been seen, I think we should think and consider what has gone wrong. There is need for us to move for implementation of this concept. May be I can quote the speech given by former Member Mr. LEUNG Kam-tao for your reference. He said that the Urban Council and Urban Services Department always adopted a traditional bureaucratic way of handling things and that the instruction of the superior officer was followed so that issues were often delayed for years. He felt that money spent was often not well spent because no desired effect could be achieved.
In major firms and corporations today, the concept of total quality management is adopted. TQM mobilizes the initiative of all members of the corporation, to find out solution for problems and implement them with concerted efforts. TQM should be adopted for a department as large as the Urban Services Department so that resources can be fully utilized to solve municipal problems. In this way, the citizens of Hong Kong will be able to enjoy quality municipal services.
In the past, certain policies were not implemented seriously so that they stayed just policies. TQM is a new international trend for the Council to move into the Year 2000. The quality of our services should continue to be improved. By applying this TQM concept, we should be able to break through. As the scope of TQM is very wide, I can only highlight the salient points. I would like to mention 10 points below.
(1) Performance pledges of municipal services
At present, we have performance pledges to the outside but not within. We should actually make pledges to the outside and inside. If staff of the Urban Services Department can set up internal guidelines and work targets, they will cooperate better and support each other better. This will lead to better work and great effectiveness.
(2) Municipal services should be effective and efficient without any delays. It is therefore necessary to study streamlining of procedures for desired results.
(3) Wastage of resources in municipal services should be reduced so as to enhance cost effectiveness.
