to stay unhurried in facing change. Since some Members have just joined this Council, no rash motion for a major overhaul should be proposed before they get a comprehensive understanding of the affairs of this Council.
Finally, I intend to stand by my promise when swearing in. I will do my best to serve this Council. I have been sitting on this Council for more than ten years and developed deep feelings for it. Allow me to base on my professional knowledge in management and management accounting in urging Members to vote against the motion. I would like to see our already heavily trimmed down terms of reference preserved. With these remarks, I strongly oppose the motion.

MR. KWOK BIT-CHUN (in Cantonese): Mr. Chairman, Members of the Democratic Alliance for the Betterment of Hong Kong in this Council share some of the Chairman's views on this motion.
Hong Kong has just been reunited with our motherland and the SAR government has been set up for a very short while. We do not subscribe to the idea of making drastic changes urgently. Of course, DAB members in this Council agree that certain operations of this Council should be reviewed and improved on. However, as pointed out by the Chairman just now, we need to plan carefully because changes would involve the Regional Council, the relationship with government departments and various systems. As for some administrative matters, I think they can be dealt with at select committee meetings.
Again, as pointed out by the Chairman just now, the cash accounting system has always been adopted by the Hong Kong Government. Since the executive arm of this Council is a government department, namely the Urban Services Department, it would take a lot of careful and thorough planning before any change could be initiated. It is unrealistic and not feasible to make changes now.
Mr. Chairman, DAB members in this Council will vote against this motion. Thank you.
MR. RONNIE WONG Man-chiu (in Cantonese): Before seconding the motion before us today, I already knew what was to follow.
I would like to urge Members to target the issues, not the individuals. As put forth by Mr. Kwok just now, there is the need for review to a certain extent. In fact, we are of the view that certain matters within various Select Committees should be reviewed. For example, review of our relationship with the Architectural Services Department and Electrical and Mechanical Services Department as well as other minor items would take a long time to complete. The door lock of our Council Room has broken down for more than a month now. In fact, it is a simple job to replace it. Do we have to wait for this type
