and 2 Members to second the motion. And then, the motion has to be carried before an open ballot can be taken. Do you want to go through this procedure?
Chairman (in Cantonese):--Since a Member insists, all right. Mr. Kam Nai-wai has moved for an open ballot. Do I have 2 seconders? Yes, two will be enough. Please mark it down, Secretary. Mr. Wu Chi-wai and Mr. Lai Chi-keong.
Those in favour of the motion for an open ballot, please raise your hands.
SECRETARY (in Cantonese):--Mr. Chairman, with a Member to move and 2 Members as seconder, we can proceed with calling an open ballot. There is no need to vote on this.
Mr. Lai Hok-lim (in Cantonese):--Mr. Chairman, Standing Order 23(4) does not indicate the need to vote if there is a mover and 2 seconders for the motion to call an open ballot.
I cannot see any requirement for the motion to be carried first.
Chairman (in Cantonese):--If no one has raised any objection, we shall proceed as you say. However, we have two sides to this now.
MR. LAI HOK-LIM (in Cantonese):--Mr. Chairman, this is a rule, not a motion. This is about procedure, not a procedural motion. Why do we have to vote?
MR. Lee Kwok-keung (in Cantonese):--Mr. Chairman, I think we should go by the Standing Orders. The Chairman may not be happy with this, but I think we should follow the Standing Orders. If there is any need to amend the Standing Orders, we can refer it to the relevant working group later on. We would in any case go by the prevailing Standing Orders today.
Chairman (in Cantonese):--All right. In the past, we did record votes more than once, so we should have nothing to worry about. To make things simpler, let's have the votes recorded.
