Secondly, this debate is not the ripples to end the incident of E-coli O-157 IH7, it is Spring come late, and better late than never at that, I say it is Spring come late because in my speech just now, I mentioned 3 issues for consideration. I do not think we have gone into these 3 issues at the recent discussion of the Public Health Select Committee.
So, I think this motion debate is meaningful. I hope that when the motion is carried, the Urban Council and the Urban Services Department can cooperate with sincerity to implement it. I have 4 suggestions here and my response to Members are included in them.
1. I hope that the Council and the Department can step up 7 aspects of the monitoring of food hygiene, i.e. import, slaughtering, transportation, wholesale, processing, retail and storage. I am asking for a comprehensive review and the introduction of improvement measures with a time-table. I earnestly want to see a concrete time-table, not just empty talk.
2. I hope that the Public Health Select Committee of the Urban Council will improve crisis management in respect of food hygiene. I would like prompt response and I am not settling for less.
3. On hygiene education, I hope the Council and the Department can formulate a more comprehensive and forward-looking public education programme. In particular, I hope that the attendance of relevant courses by food traders and operators can be made a licensing condition.
4. I hope the Council can allocate more funds for hygiene education so that the programme can be implemented. If we approve the policy to step up hygiene education and in the end cannot implement it for lack of funding support, I think we are just being hard on the Hygiene Education Unit.
I hope that the Council and the Department can implement the above 4 suggestions after the motion has been carried. Thank you, Mr. Chairman.

In light of the environmental hygiene problem caused by water-dripping from air-conditioners in many multi-storey residential buildings in the urban area, RESOLVED that the Council should actively carry out the relevant work on health education and initiate the rendering of advice with corresponding prosecution measures in order to reduce the nuisances brought by such problem. Concurrently, the Council should urge the Government to examine measures, including requiring new buildings to
