Have the Council and the Department asked departmental staff to inspect the environmental hygiene condition of public housing estates regularly instead of just the refuse collection points?
As regards part three of the reply document, we are told that the amended motion by Mr. Christopher CHUNG carried on 13 May has been referred to the Housing Department for consideration and that the Housing Department will submit an information paper on the management of cleansing contracts for public housing estates to the Public Health Select Committee in September. I would like to ask the Chairman of the Select Committee the purpose of asking for that paper. Our intention is to implement a hygiene assessment system in public housing estates. The system can be proposed by the Housing Authority or the Council. Or a set of assessment mechanism can be devised and improvement measures can be introduced to pinpoint the assessment results. For example, more inspections or more frequent prosecutions can be taken out against estates that get poor assessments. Concrete measures should be included in the paper to be submitted in September. We do not want information on cleansing contracts only. Can we ask the Housing Authority or the Urban Services Department to devise assessment mechanisms for the reference of the Housing Authority?
Mr. Joseph Chan Yuek-sut (in Cantonese):—Mr. Chairman, the answer to the last question is yes.
As for asking the Department to inspect the hygiene condition of the entire area of public housing estates instead of just the refuse collection points, it is a question of jurisdiction. The Housing Department is duty bound to manage hygiene in housing estates. If results are not good, we can suggest a mechanism and work together with them. Regarding involving in direct management, it is not for the Department to send staff to inspect housing estates of Housing Authority. Our task is to ask and see that the Housing Authority manage cleansing work properly.
Mr. STEVEN HUNG CHUNG-FUN (in Cantonese):—I refer to the motion carried earlier on monitoring the hygiene condition of public housing estsates. The first question is on the definition of hygiene condition. Are unlicensed cooked food stalls an area of hygiene condition we have to monitor? I had complained about the presence of unlicensed cooked food stalls in public housing estates before. The departmental staff in charge at that time said it came under the jurisdiction of the Housing Authority, not the Urban Services Department. My question is whether the Urban Services Department has now taken up this duty. Thank you, Mr. Chairman.
