The question is divided into three parts. As to cultural venues and stadia, during the period from May to July 1997, a total of 22 events at the Hong Kong Cultural Centre, 14 events at the City Hall, 4 events at the Hong Kong Coliseum and 4 events at the Queen Elizabeth Stadium were booked through the Association. Out of these bookings, 2 at the Cultural Centre and 1 at the City Hall have been cancelled with prior notice while the remaining were organized as scheduled. No events were cancelled without prior notification.

The second part of the question asks about the Council's existing venue hiring policy and its requirements set upon the organizers.

With regard to recreational venues, according to the existing practice, after approval for holding activities at a UC Venue is granted, the organizer has to contact the person-in-charge of the venue at least one week before the activity to confirm the details of using the venue such as the supply of electricity, tables and chairs and metal barriers etc. At present, most of the organizers do contact the person-in-charge of the venues one or two weeks before the activities are held. Hence, in most cases, the Department can know in advance whether the organizers will hold the activities as scheduled or not. If the organizer cancels the activity, the Department still has enough time to release the venue for use by other people.

In respect of cultural venues and stadia, according to the 'Terms and Conditions of Hire' of the venues concerned, the hire charges paid will be forfeited if the hirer cancels a confirmed booking. If a booking is cancelled more than 4 months in advance, 25% of the hire charges will be forfeited. If less than 4 months' notice is given, all the hire charges paid will be forfeited. The hire charges paid for the above-mentioned 3 cancelled bookings were forfeited in accordance with these terms and conditions.
