creation of the above 1009 posts. The Department speaks of an estimate, but how is the estimate arrived at? The Department should let us know about it instead of announcing to the public right after making the estimate, Releasing some figures to certain committees, and telling us there is a need to increase a certain number of posts, make it impossible for us to have a full picture of the increase in the Department's manpower situation. I hope there will be more detailed information for reference at meetings of the Administration Select Committee.

I shall further ask the Department to give reasons for the creation of these additional posts as well as the principles or the standards applicable for creating these posts, for the reference of members. Finally, I want to add that it is only reasonable to scrutinize posts individually. The creation of a post is based on the demand for the relevant service. The scrutiny is in detailed form and the Urban Council or the Administration Select Committee has the power to veto the creation of posts.
MR. KAM NAI-WAI (in Cantonese):-I want to ask about paragraph 3 of the written reply. In fact, the creation of posts is based on three criteria. One is the policy of the Urban Council. The second one is the provision of new facilities. The third one is to improve service quality. I hope Mr. SUEN can give us a reply today. If not, will he give one after the meeting? Of the 1009 new posts for 1996/97, how many have been created as a policy of the Urban Council, how many to cope with new facilities and how many to improve service quality? I hope the Council can be provided with a breakdown.
My second question is to do with the request of UC for deletion of certain unnecessary posts as mentioned in paragraph 5 of the written reply. I want to know if there are plans to delete any posts in 1996/97 and why such posts have to be deleted. Will Mr. SUEN please answer this question?

We make an estimate concerning the deletion of posts, but it remains an estimate which does not necessarily reflect the actual situation. From the practical angle, we should scrutinize cases on an individual basis. Apart from the creation of posts, I feel the deletion of posts is very important too. If a deletion affects the service of the Council, we will not effect it. So I shall supply Members with detailed information after the meeting. At the same time, I emphasize that the Administration Select Committee vets cases on an individual basis.
