(4) THE HON. LI WAH-MING asked the following question (in Cantonese):- Recently, the Hong Kong Stadium Board of Governors has repeatedly rejected applications for holding a bungy jump demonstration at the Hong Kong Stadium on the grounds that the activity is highly dangerous and not beneficial to the society. I have the following questions:

(a) What are the criteria adopted by this Council for considering applications for hiring its venues? How does it determine the degree of safety of the activities and whether they are beneficial to the society?

(b) Recently, several trapeze shows have been staged at the piazza outside the Hong Kong Cultural Centre with the sponsorship of the Council. In approving the application concerned, has the Department considered the degree of safety of the shows and whether they are beneficial to the society?

(c) How are trapeze shows and bungy jump demonstrations different in their degrees of safety?

MR. RONNIE WONG MAN-CHIU, MEMBER OF THE HONG KONG STADIUM BOARD OF GOVERNORS, replied as follows (in Cantonese):-

(a) The first part of the question asked what standards were adopted by the Urban Council in assessing applications from the public for use of UC venues and on what basis the risk and benefit of an activity to the community were determined. The Urban Council has formulated various booking procedures and guidelines in respect of different types of venues managed by the Council. Applications will only be accepted if
