(4) MR. CHAN Kwok-Leung moved the following motion:

'The Hong Kong population is ageing gradually. Coupled with the fact that many young families are moving to new towns, there is, as a result, a higher aged population in the urban areas than in the New Territories. The recreation and sports activities organized by the Council should cope with this trend. Considerations should be given to increasing the percentage of recreation and sports activities organized for the aged population, introducing a wider variety of sports activities suitable for the elderly and providing more related fitness equipments and facilities.'

He said (in Cantonese):—I am not going to read out my motion. I will speak about the important points.

Along with the changes in our present population structure, i.e. an ageing population and the move towards the NT, there is a need for us to review our existing recreational and sports activities. I find that our community recreational activities are mainly targetted at youths and young people. Aged people are ignored. From the analysis made in the past 12 months, I find there to be only slightly more than 10% suitable for aged people. Less than 10% of recreational activities organized for Central and Western, Southern District and Yau Tsim District were suitable for the aged population.

Generally speaking, Tai-chi, free exercises for the elderly and Pat Duen Kam are very suitable for aged people. We should also learn from the experience of other places facing the problem of an ageing population and offer items suitable for the physical conditions of the elderly. We can also consider building outdoor recreation centres for the elderly and upgrade facilities at existing centres. In our indoor sports venues, exercising equipments for the elderly should also be provided to encourage more aged people to join in for a more enriched life in their old age. I move the motion.
