MR. AMBROSE CHEUNG WING-SUM (in Cantonese):—Mr. Chairman, what Mr. SUEN just mentioned, about reasonableness and the rate set by Finance Branch, are centred on the level of charges. I want to ask if, in reviewing reasonableness, will the Council review altogether the reasonableness of charges and the service time, efficiency and various aspects offered by ASD or EMSD? Only in face of other standards, it is possible to see cost effectiveness from the point of time efficiency. Mr. SUEN, will the above factors be taken into consideration in the course of the review?
MR. SUEN KAI-CHEONG (in Cantonese):—I believe there will be a comprehensive review of the suggestions made by Mr. Ambrose CHEUNG Wing-sum.
(2) MR. LEE KWOK-KEUNG asked the following question (in Cantonese):—According to the 1996/97 Estimates of Expenditure, there will be an increase of 1,009 posts in the establishment of the Urban Council, i.e., an increase of 6% which is the highest among government departments. In this connection, can the Department provide information/explanation on the following:
(a) the total number of posts created under the Urban Services Department in the past year, i.e., 1995/96, the distribution of these posts by branches and their respective annual expenditure;
(b) the basis on which the Urban Services Department works out the increase in staff for the coming year, i.e., 1996/97;
(c) the total number of posts to be created by the Urban Services Department in the coming year, the distribution of these posts by branches and their annual expenditure;
(d) whether the Urban Services Department will prepare an assessment report on the overall establishment increase and posts to be created in the coming year?
MR. SUEN KAI-CHEONG, CHAIRMAN OF THE ADMINISTRATION SELECT COMMITTEE, replied as follows (in Cantonese):—This question in four parts concerns the establishment of the Urban Services Department.
The first part asks about the total number of posts created under the Urban Services Department in the past year, the distribution of these posts by branches and their respective annual expenditure. In the year 1995/96, 446 civil service posts were created under the Urban Services Department and their distribution is as follows:
