in keeping with social footstep and in answer to social need, it will be a definite help to the Council. On the point of level, I feel we should not look at development with a narrow vision. We should be forward looking and flexible in our operations. Let us develop a vision of what to expect of UC facilities in 10 years' time.
By 2006, will UC facilities be any different from now? What do we expect to have? From this angle, I find that the amended motion unnecessary because it has already been encompassed in the original motion. If we try to pin it down narrowly to one or two aspects, again we are acting unnecessarily. For capital works, we have our five year programme and various five year plans. We have to adhere to the plans already in place. When implementing them, I feel we should be farsighted. Say a certain works plan has to take several years to complete, when we add up the time required to implement five year plans, we face periods longer than five years. This is a good time for us because we have the mid-term bicensus that can provide us with a base to incorporate population development, population change and community change to the plan of vision under our design.
I feel that today's Council should head for a pro-active position. We should take the initiative. In the past, we sought to take remedial action after something had happened. We did not have the foresight to handle matters as they arose. Since we already have various five year plans, we should be prepared for adjustments. We should study future developments and cater for them. I think simply acting in accordance with a Metroplan is not enough. Other factors should be taken into account, like the population bicensus, other development plans or plans mentioned by other colleagues just now. I won't repeat them here. I feel we should think about how we can help the Council to follow a route, a direction supported by the public. I find that most important. In fact, many advanced countries have formulated long-term plans of vision within their own capital works programmes. During my recent visit to North America, I found cultural promotion in Vancouver very successful. Success lies in sound planning. The local theatre management authority which runs three theatres, albeit a small establishment, has formulated a 20-year plan of vision. So, let me say that if the Council wants to look to the future and study the main direction of our capital work projects, my motion should be supported by Members.
